    2004 April, it has been revealed that the U.S., Canada, Europe and Israel have submitted proposals for payloads to be flown on Chandrayaan-1, and these will compete with Indian-built payloads. G. Madhavan Nair, head of ISRO, stated that decisions will be based on scientific merit and whether they compliment Indian experiments. Source: Lunar Enterprise Daily

The spacecraft design and construction will be affected by the space science apparatus chosen for the program. Proposals were being analyzed after March 15.
